Peel Health Campus Redevelopment Project
In August 2024, Peel Health Campus (PHC) officially became part of the South Metropolitan Health Service (SMHS). This transition paved the way for the hospital’s redevelopment to expand services, modernise facilities and improve healthcare access for the region.
Project overview
Planning for the redevelopment commenced in 2021 following the State Government’s decision to redevelop and expand services.
Since the transition, several key milestones have marked progress toward the hospital’s redevelopment. These include the installation of a new modular Central Sterile Services Department and, importantly, the commencement of forward works required to enable the expansion of hospital facilities.
PHC’s redevelopment is expected to include:
- additional inpatient beds
- a new mental health inpatient ward and emergency centre
- an additional operating theatre and reconfiguration of the day procedure unit
- introduction of a palliative care hospice
- additional chemotherapy spaces
- expansion of public outpatient services
- reconfiguration of the emergency and medical imaging departments
- enhancements to clinical and non-clinical support services to support expanded hospital capacity.
Planning for the future
Comprehensive planning for the redevelopment began in 2021 alongside the work to transition the hospital to SMHS management. To inform the redevelopment design and delivery to ensure it meets the current and future healthcare needs of the Peel region, it includes:
- detailed clinical services planning
- engineering and architectural analysis
- environmental assessments.
The goal of the redevelopment is to create a hospital which supports modern models of care, improves patient outcomes and meets the needs of a growing population by;
- expanding capacity to meet demand
- delivering care closer to home for Peel residents
- easing pressure on other WA hospitals
- adopting digital enablers that support comprehensive patient care
- attracting and retaining skilled staff to the region.
The redevelopment of the campus, as an operational hospital, presents a range of challenges and risks to patients, visitors and staffs. It is anticipated the redevelopment will be delivered in stages over a number of years in order to minimise disruption to hospital services and ensure the community can continue to access care.
As part of this planning, the hospital executive team are actively looking at ways to make the most of existing hospital facilities. The planned relocation of Peel Community Mental Health services to a new, community-based facility in early 2026 will provide immediate opportunities to expand hospital-based services.
Forward works underway
Before the major construction begins, essential infrastructure upgrades started in March 2025 to ensure the hospital can continue operating safely and efficiently throughout the redevelopment.
These early-stage works are laying the essential groundwork for the transformation ahead, ensuring the site can support a larger hospital and deliver more services to meet the growing needs of the community.
These include:
- new access roads, car parks, and a new intersection
- a new, larger central plantroom to power future facilities
- extension of the site inground engineering services
- upgrades to the incoming Western Power network to increase the site power supply and resilience.
Designing for people and purpose
SMHS’ planning for the redevelopment is guided by 5 key principles that will be incorporated into subsequent phases of the project:
- Sustainability – spaces that are inclusive, private, respectful and designed for dignity and comfort.
- Country – healing environments with natural light and green spaces to support the wellbeing of patients and staff.
- Efficient and flexible care – adaptable spaces that can evolve with changing health care needs.
- Wellbeing – culturally sensitive spaces that honour Aboriginal heritage and promote healing.
- Eco-friendly – sustainable materials and energy-efficient systems that support environmental health, the efficient use of resources and a reduced carbon footprint.
Protecting our environment
Environmental planning is a key consideration throughout the redevelopment process. A range of mitigation strategies have been implemented to minimise the impact of works on the surrounding environment. These include:
- preserving the pristine bushland throughout the site, including banksia woodlands, tuart trees and black cockatoo habitats
- exploration of a native vegetation restoration strategy in collaboration with the community
- eco-friendly practices and materials.
These efforts reflect a commitment to supporting environmental health, the efficient use of resources and a reduced carbon footprint.
Aboriginal heritage
The opportunity to enhance cultural security at Peel Health Campus is a priority for the hospital executive.
The redevelopment provides an opportunity to involve the Aboriginal community in the design as well as construction of new facilities, not to mention increased employment opportunities in the hospital itself.
